Step 1: Prepare The Tea Base
- Pour water into a medium saucepan and bring it to a gentle boil over medium heat. Add the black tea bags or loose tea leaves and allow the tea to steep for 3 to 5 minutes until a rich flavor develops.

- Remove the tea bags or strain out the tea leaves. Stir in the whole milk, heavy cream, granulated sugar, kosher salt, and vanilla extract if using. Mix well until the sugar completely dissolves.
